TL9000 Changes Coming in 2009

QuEST Forum publishes the TL 9000 Requirements and Measurements Handbooks as the definitive guides to implementing the TL 9000 quality management system and performance measurements to assess progress and evaluate results of its implementation.

The TL 9000 Requirements Handbook Release 5.0 contains all of ISO 9001:2008 plus 92 additional requirements specifically addressing the needs of quality management system in telecommunication organization. This handbook becomes effective November 15, 2009.

Changes from Requirements Release 4.0 to 5.0

The TL 9000 Requirements Handbook Release 4.0 contains all of ISO 9001:2000 plus 90 additional requirements specifically addressing the needs of quality management system in telecommunication organization. This handbook becomes obsolete November 14, 2010.

The TL 9000 Measurements Handbook Release 4.0 is a comprehensive guide to measurements processing, usage, responsibilities and requirements. It identifies performance measurements in the key areas of hardware, software, common, outage and service quality.

2009 TL 9000 QMS Requirements Handbook Release 5.0 (2009July1)

The Release 5.0 TL 9000 Requirements Handbook is now available in hard and soft copy via QuEST Forum's e-shop. For more information go to the handbooks section of this website.

Questions have been received about the progress and status on updating the TL 9000 Requirements Handbook Release 4.0 to Release 5.0. The planned effective date is 11/15/2009, to coincide with ISO. This will be preceded by the release of the R5.0 Requirements Handbook, translations, and 4.0 to 5.0 Delta training. There are a variety of changes throughout the handbook; including more clarity, additional Adders and notes. The R5.0 Requirements Handbook will also, of course , include the new ISO 9001:2008 language. There are three areas in particular that are being emphasized in the revision – risk management, supplier management and design for manufacturability. The proposed changes are scheduled to be finalized and approved by the end of the upcoming second quarter. The rollout plan covers the launch of the new Handbook including the training so that organizations will be able to smoothly upgrade to the new release. Organizations will have a one year transition time period from the R5 effective date. There currently are no plans concerning the publication of the next release of the Measurements Handbook.

Telcordia GR-1275 Changes Coming in Late 2009

GR-1275 provides generic requirements associated with the support that
installation suppliers or their sub-contractors are expected to provide with their products, features, or services. These services might be associated with the installation of new or expanded equipment, as well as the removal of existing equipment.

Many vendors and customers use the GR-1275 as their Standard or base their Standard on this document. Vendors might want to check with their customers to determine if/when they are expected to comply to Issue 11.

Issue 11 of GR-1275:

  • Provides detailed generic requirements for installing and
    decommissioning all types of telecommunications equipment and cabling in both CO and emerging-technology environments
  • Provides all the generic requirements that suppliers of installation
    services will need when performing installation work
  • Provides broad coverage of all the generic requirements for equipment installation in one document. This is a resource the technician,installation supervisor, and equipment engineer can use to verify the conformance to requirements in a single document
  • Service providers generally require the prospective
    supplier of installation services to have a copy of GR-1275 at the
    job site.
